Congratulations to Housing Authority of the City of Elizabeth Catherine Hart Deputy Executive Director Catherine J. Hart began her distinguished career with the Housing Authority of the City of Elizabeth (HACE) in June 1984 as a Tenant Interviewer. Over the course of 41 years, she rose through the organization—serving as Senior Account Clerk, Employee Benefits Coordinator, Director of Staff Operations—and since 2006, served as Deputy Executive Director. As Deputy Executive Director, Mrs. Hart supported all facets of agency operations, including staffing, program management, and oversight of 1,350+ public housing units and 1,450 Section 8 vouchers. Under her leadership, HACE was nationally recognized by HUD as a “high‑performing” agency due to its efficient operations and commitment to housing quality. Mrs. Hart was pivotal in the redevelopment of over 650 units at Pioneer Homes and Migliore Manor through a $28.9 million HOPE VI grant, guiding relocation efforts into modern townhouse-style developments with hardwood floors, central AC, and private yards. In 2011, she helped launch J. Christian Bollwage Towers—31 affordable housing units plus 4,300 sq ft of commercial space—the first LEED Gold-certified residential affordable housing in New Jersey, exemplifying HACE’s dedication to sustainable development. Beyond bricks and mortar, Mrs. Hart championed resident-centered initiatives: the Bayway Family Success Center and E’Port Community Centers (in collaboration with Prevention Links), the Mravlag Manor Mobile Market (with Shaping Elizabeth and the YMCA), community gardens, youth environmental programs, and partnerships with Rutgers and Kean Universities on air quality and nutrition projects She also secured a $2.3 million HUD Jobs Plus Pilot grant in 2020, one of only nine awarded nationwide, supporting job training and employment opportunities for residents at Mravlag nor through partnerships with local agencies. After more than four decades—culminating on July 1, 2025, her official retirement date—Mrs. Hart concluded her tenure at HACE, leaving behind a legacy of transformative leadership and community impact. A lifelong resident of Elizabeth, NJ, Mrs. Hart attended St. Genevieve’s Grammar School and Benedictine Academy High School before earning her Bachelor of Liberal Arts from Seton Hall University.
